Development of Fourth Container Terminal at JN Port

Description
  • M/s Bharat Mumbai Container Terminals Pvt. Ltd. (PSA) was awarded the development of Fourth Container Terminal on a DBFOT basis through a Concession Agreement on 6th May 2014.
  • The project comprises of two phases – each phase comprises 1 Km of quay line, dredging of manoeuvring area, 12 quay cranes, 46 RTG Yard cranes, and 4 RMGC cranes for its rail yard generating capacity of 2.4 Million TEU each (total 4.8 MTEU). The cost of phase I is Rs.4719 Crs and estimated cost of Phase -II is 3196 Crs.
  • As per schedule, the work of Phase I was completed on 22nd December 2017 and put into operation with a capacity of 30 MTPA. The commencement Phase II of 30 MTPA capacity is getting delayed due to Covid -19 pandemic and confirmation of revised layout.
  • The request of concessionaire for extension of time period for commencement and completion of work is considered.
Benefits of the Project
  • Increase the overall Port handling capacity to 10 Million TEUs
  • Reinforces JNPT’s position as the premier container port of India
Status
Phase I is put to in Operation since 22nd Dec. 2017. Environmental and CRZ Clearance, Consent to Establish for phase-II facilities is received. Phase II Work is yet to commence. The amendment in Environmental and CRZ Clearance for revised layout is in process.

Development of Greenfield Port at Vadhvan, Maharashtra

Description

Maharashtra has only two major ports i.e. Mumbai and Jawaharlal Nehru Port (JNPT) and Mumbai Port are constrained in the evacuation of cargo for the past several decades due to the development of the city around it as well as due to limited depths in the harbour which allows only up to 15 mtrs draft ships to berth. The Arabian coast at Vadhavan towards the north of Mumbai is most suitable and ideal for the development of a new port where natural a depth of 20 Meters is available at a distance of about 4 ½ nautical miles. The location is about 12 Km from the National Railway grid and about 35 Km from NH8. The JNPT has proposed to develop Vadhavan Port along with the participation of Govt of Maharashtra (Maharashtra Maritime Board) and an MOU was signed on 5th June 2015 to set up a new port at Vadhavan as a Major Port to be notified under the Indian Ports Act 1908 by Government of India. This port will be jointly implemented by JNPT and Maharashtra Maritime Board with a shareholding of 74% and 26% respectively. The port will be developed based on Landlord Port model.

Benefits of the Project

Development of a new major port at the West coast of India, with a draft of 18 Meters, for handling all cargos, will benefit to EXIM Trade.

Status
  • In principle approved for seething up of Greenfield Port project in Vadhavan in Feb 2020.
  • The notification of Vadhavan Port as major port is published in the official Gazetted of GOI on 19/02/2020.
  • Detailed Design and detailed Engineering is in progress through consultant and it will be completed by July 2021 for requirement of investment decision of GoI.
  • The TOR for obtaining EC was approved by EAC of MOEF & CC in its meeting held on 26/08/2020 and various studies as compliance to TOR of EC are in progress.
  • The building of Local opinion above Vadhavan Port project is in progress
  • Rail connectivity & road connectivity are planned to be implemented through DFCC & NHAI respectively.

Construction of Coastal Berth

Description

To give momentum to coastal shipping, the Govt of India has decided to have coastal vessel berth every major port which is to be located in the shallower portion where large International ships cannot come, to accommodate the coastal vessel wherein the cargo handling shall be free from custom and immigration formalities. Responding to this requirement, JNPT has taken up the project of ‘Coastal Berth’.

Benefits of the Project

The work comprises of construction of 250 m long Coastal Berth with 2 trestles 94m long each with backup area reclamation of 11 hectares. Dredging to achieve a dredged depth of 11 m at Berth pocket and backside of the berth is also proposed for handling port crafts with a dredged depth of 6m below CD. Capacity for handling liquid cargo of 1.5 MTPA and General Coastal cargo of 1 MTPA. It will reduce the delays caused due to Port related paperwork and customs formalities thus save time and enhance overall Trade. Environmental Clearance and Consent to Operate is received.

Status

The Coastal Berth is completed by 31st March, 2021 and trial operation for the vessel GREATSHIP DHRITI was conducted on 9th July 2021. Appointment of operator for Coastal berth and Shallow Water Berth through PPP is being explored.

Development of Additional Liquid Cargo Jetty

Description

To meet the growing demand of the liquid cargo JNPT has decided to develop a liquid jetty of 4.5 MTPA. The DPR for the project is completed and the work on the new liquid terminal, of 4.5 million tonnes annual capacity. The jetty will have twin berths to handle 70,000 DWT vessels on one side and 25,000 DWT vessels simultaneously on both sides of the jetty. The EPC work is award to M/s. ITD Cementation at award cost of Rs. 181 Crs.

Benefits of the Project

Capacity enhancement of 4.5 Million Tons of liquid cargo in JNPT. The waiting period of vessels shall be reduced and it shall benefit the importers.

Status

The work is in progress and about 36% work completed.

SEZ Plot Development

Description

This, one-of-a-kind 277 hectares multi-sector SEZ project is located next to Jawaharlal Nehru Port, India's leading container port. This industrial hub, inaugurated by Hon’ble PM of India in 2014, is meticulously designed with state-of-the-art infrastructure to boost export-oriented industries in India. Being close to JNPT, the project promises ready availability of raw material, access to global markets, and strong multi-modal connectivity. Access to upcoming multi-modal infrastructure projects including New Mumbai airport, DFC rail corridor, Trans-harbor road link further increases the attractiveness of JNPT SEZ as a manufacturing destination. JNPT SEZ aims to set a new benchmark in port-led industrialization, and thus play a key role in the Ministry of Shipping’s Sagarmala vision of ‘Port led Industrialisation’. The SEZ has investment opportunity for MSME sector like Food processing, Engineering, Cosmetics, Auto components, Pharmaceuticals, warehousing, cold storage amongst others. There is also a Free Trade Warehousing Zone (FTWZ) being developed which will further accentuate this value of this project.

Benefits of the Project

JNPT SEZ has a Geocentric advantage of being well-connected locally and globally. It has the location advantage of being near Mumbai, the economic capital of India. Being less than 5 km away from the JNPT Port, this industrial zone has direct access to global markets via JNPT’s Container Terminals.

The SEZ is directly connected to state and national highways. Road transportation will be facilitated further with the up-gradation of state and national highways to 6-8 lane roads and with the upcoming Sewri - Nhava road connecting the JNPT SEZ area to Eastern Mumbai. The Alibaug Virar multimodal transport corridor having approach at Khopta junction shall add transportation advantage. JNPT is on the Western Dedicated Freight Corridor, offering ready access to markets in the north.

Status
  • JNPT SEZ is allotting the land on 60 years lease to investors. The allotment is done through e-tender cum e-auction process.
  • The JNPT SEZ out of 277 Ha land, 162 Ha (@ 400 acres) to be allotted on lease.
  • A total of 28 investors are allotted land in JNPT SEZ of around @62 ha (@160 acres), which included 85 acres of land for M/s Nhava Sheva Business Park (NSBPL) for FTWZ.
  • 6 units in JNPT SEZ have generated their first invoice from their JNPT SEZ unit and are declared operational unit and thus JNPT SEZ is now first Port based operational multi product SEZ from June 2020 PAN India.
  • Another 6 units have started their construction activities and are planning to commence their operations soon.
  • M/s. NSBPL have started construction for their FTWZ unit on the plot allotted to them.
  • JNPT SEZ provides single window clearance for approvals about the units which are given possession in JNPT SEZ. This is facilitated as JNPT is awarded the Special Planning Authority (SPA) and Electrical distribution licensee status by GoM as per SEZ Act provisions.
  • The approval of the Development control regulation for the JNPT SEZ area is approved by GoM on 21/09/2021, thus JNPT SEZ will be aim for utilizing the maximum potential of the SEZ land for industrial development
  • A dedicated electric substation of 45 MVA capacity is commenced.
  • Environmental Clearance and Consent to establish is received.
  • The development of infrastructure is completed and the units are provided with all necessary support to commence their operations.

Development of Integrated Centralized Parking Zone for Parking of Tractor Trailers

Description

A centralized parking plaza to enable completion pre-gate entry formalities and documentation for export etc. can be carried out under one window system. The parking area is being developed in an area of 45 Ha for parking of 2,832 Trailers and will have all the facilities like a Custom documentation system, banking, cafeteria, and many other facilities to give comfort to the drivers.

Benefits of the Project

Centralized Parking area for all Terminals Safe and friendly environment for drivers and container goods faster clearance and customs formalities which will enhance trade. Reduces congestion of parked container trucks on JNPT roads Help the respective Terminals to plan their TT movements in a better way.

Status

Project completed and commissioned.

Road Connectivity 6/8 Laning

Description
  • The work is awarded in four packages.
  • The implementing agency is NHAI.
  • The project is being funded by SPV, JNPT will also monitor the progress of the project regularly and inform the MoPSW.
Benefits of the Project
Establishes better road connectivity for the Port and reduces congestion which enhances overall Trade.
Status
Work is in progress. Overall 86.02% work is completed. Progress of all four packages is as below:-
  • Package I : 91.93 % (Total length completed 4.06 Km)
  • Package II : 83.85 % (Total length completed 15.81 Km)
  • Package III : 69.10 % (Total length completed 8.283 Km)
  • Package IV : Completed (10.43 Km)

Widening of Existing Container Road towards East Side of ‘Y’ Junction to North Gate Complex

Description

Widening of Existing Container Road towards East Side of ‘Y’ Junction to North Gate Complex. [Evacuation road for proposed standalone container terminal (330m extension to DPW terminal)]:- The Project cost is Rs.98.24 Crores. Commencement of work after obtaining permission as the project area is infested with mangrove and approval to the removal of Mangroves is awaited. The project will be completed within 18 months after the removal of mangroves.

Benefits of the Project

This project will facilitate in the faster evacuation of the containerized cargo of the NSIGT terminal./p>

Status
  • The Forest Clearance is received and work commenced.

Development of Integrated Common Rail Yard Facility at JNPT

Description

To handle DFC rakes, JN Port has undertaken infrastructure work for, in the Common Rail Yard, two lines for handling double stack and long haul rakes (length 1.5 Kms) will be commissioned. The existing 2 lines of NSICT will be decommissioned. The other terminal lines will continue the handling of non-DFC rakes. DIB approval for a cost of Rs.330.03 crores is received.

Benefits of the Project

The Port can handle 1500 Meters long double-stack rakes on DFC.

Status
  • Development of DFC compliant common rail yard inside Port: The said project is of Rs.211 crores involving modification of existing yard with DFC compliant. The physical progress of 86% is achieved on date with financial progress of 82%.
  • Development of DFC common rail yard - Modification to ROB: Modification of ROB involved raising and widening of existing ROB near Administration Building of JNPT. Phase-I road work is under completion and Phase-II viaduct work is completed. Estimated project cost is Rs.119 crores. The physical progress of 75% is achieved on date with financial progress of 72%.

Container Scanner at JN Port

Description
  • Installation of 03 number Mobile X-Ray Container Scanners, Installation of one Mobile X-Ray Container Scanner and one Drive Through (Road) Container Scanner for the fourth Terminal.
  • Installation of one Drive through Container Scanner.
  • Rail scanner at JNPT.
Benefits of the Project

Enhance safety & security at the Port as we can keep a close check on any illegal items in the cargo reduces the load on existing scanners and thus will fasten the overall Trade.

Status

JNPT has procured 3 Nos. of Scanners through IPA, one each has been installed at JNPCT, NSICT and GTI.

  • The Factory Acceptance Test (FAT) for equipment is May 2019. The scanner arrived after FAT in 2019.
  • IPA has to procure an additional 1 scanner to be installed at Fourth CT.

Scanners are commissioned.

Dry Port at Wardha

Description

Conceptually, a Dry Port/ ICD is an intermodal terminal situated in the hinterland servicing a region connected with one or several ports by rail and/or road transport and is offering specialized services between the Dry Port and the overseas destinations. Normally the Dry Port is container-oriented and supplies all logistics facilities including various Value addition opportunities, which are needed for shipping and forwarding agents in a port. The Dry Port is situated in Sindi village, Wardha district of Maharashtra and is proposed to be constructed over an area of 140 hectares in a phased development.

Benefits of the Project

The planned ICD cum industrial park encompasses the various components of an envisioned successful multimodal logistics park. Concepts, such as the defined and planned above, in conjunction with a focus on the right regulatory and institutional support are the way forward to reduce logistics costs and help build a robust logistics sector in India. This will aid in the development of systems and networks that will address the issues of underdeveloped material handling infrastructure and inefficient modal mix.

Status
  • Delegated Investment Board (DIB) Proposal:
    • DIB Approval granted by the Ministry of Shipping (DIB) on 8th March 2019.
  • TAMP proposal for Land lease Fixation (Phase-I Area-27.93 Ha):
    • Approval for a land lease rate of Rs. 130 per sq. m/year has been granted by TAMP on 31st May 2018.
  • TAMP proposal for Land lease Fixation (Entire Area-129.37 Ha):
    • Approval for a land lease rate of Rs. 70 per sq. m/year has been granted by TAMP on 21st December 2018.
  • State Level Environmental Impact Assessment Authority, Government of Maharashtra has accorded Environmental Clearance on 8th July 2021.
  • Construction of Railway Siding work is entrusted to M/s. IPRCL. 90% completed works
  • The DPR for Water Supply Scheme from Wadgaon Dam is under preparation by Maharashtra Jeevan Pradhikaran (MJP).
  • Pandhan road work is just awarded.
  • SPV formation with NHAI for development of project as Multi Modal Logistics Park has been approved on 8th October 2020. The same is under process. The MoU to be signed between JNPT & NHAI is finalized and sent to MoPSW for its approval. MoPSW directed JNPT that the majority of the share in MoU will be form MHAI and no further expenditure will be incurred by JNPT with processing of approvals henceforth by NGI for signing of MoU.

Dry Port at Jalna

Description

Conceptually, a Dry Port/ ICD is an Intermodal terminal situated in the hinterland servicing a region connected with one or several ports by rail and/or road transport and is offering specialized services between the Dry Port and the overseas destinations. Normally the Dry Port is container-oriented and supplies all logistics facilities including various Value addition opportunities, which are needed for shipping and forwarding agents in a port. The Dry Port is situated in Jalna near the Aurangabad district of Maharashtra and is proposed to be constructed over an area of 182 hectares in a phased development.

Benefits of the Project

The presence of industrial regions with existing and upcoming enterprises helps establish synergies between the industry and its logistic requirement and create an efficient network that shall enable reduced logistics to cost; improved freight aggregation, distribution, storage; and ensure a faster delivery to customers. Thus, the proposed dry cum industrial park has the potential to evolve as a model for other such similar Multimodal logistics parks. At the same time, the development of a concept entails the right combination of essential components such as transport connectivity, industrial park facilities, information technology systems, policy / regulatory reforms.

Status
  • Delegated Investment Board (DIB) Proposal:
    • The DIB approval has been granted by the Ministry on 4th May 2020 for a total Cost of Rs. 327 Crore.
  • TAMP proposal for Land lease Fixation for Phase-I area has been approved by the Board on 8th October 2020 and the same has been forwarded to the TAMP for consideration and approval.
  • Tender Process for Construction of Approach Road and Site Levelling has been completed and the work order has been issued in January 2021.
  • State Level Environmental Impact Assessment Authority, Government of Maharashtra has accorded Environmental Clearance on 8th July 2021.
  • Construction of Railway Siding work is entrusted to M/s. IPRCL. 90% work is completed.
  • Construction of Railway Over Bridge (ROB) is entrusted to M/s. IPRCL. 100% work is completed.
  • Water Provision: MIDC has invited tenders for the work of provision of water supply to the Dry Port at Jalna.
  • ICD Approval for setting up of Inland Container Depot (ICD) at Daregaon and Jawasgaon village in Jalna, Maharashtra
    • Inter-Ministerial Committee (IMC) has considered and approved the proposal by the issuance of a Letter of Intent (LoI) dated 27th November 2019.
  • The tender documents for “Allotment of Land to Operator cum Developer on Long Lease basis for Development of ICD / Dry Port at Jalna, Maharashtra through e-Tender cum e-Auction” was issued in February 2021 and now there is no response for the tender. Now JNPT is exploring the possibility to incur minimum expenditure to make the facility ready for O&M operation.

Dry Port at Nashik

Description

Land for Dry Port is available at Niphad Sugar factory and other storage facilities. The Land value is examined by the District Collector and (Administrator of Sugar Factory) and the final land value including no dues certificate is awaited from District Collector.

Status
  • Detailed Feasibility Report (DFR)
    • The consultant Ernst & Young LLP has submitted the Detailed Feasibility Report on 17th September 2019.
  • Land Acquisition
    • The land measuring 108 Acres is available with Niphad Sugar Factory.
    • JNPT has requested Govt. of Maharashtra to develop the Dry Port project in Joint Venture wherein the land cost shall be equity contribution from GoM while the development expenses shall be borne by JNPT.
    • The Collector, Nashik vide letter dated 16th April 2018 has informed that the land admeasuring 108 acres may be transferred to JNPT.
    • The Board in its meeting held on 25th May 2018, has in-principally approved the acquisition of land for Dry Port development.
    • Issue of securing NOC from the Sales Tax department before land acquisition needs to be sorted out by the Collector and encumbrance free land to be handed over to JNPT.
    • Subsequently, a joint meeting with MIDC officials was scheduled on 29th Sep 2020. In the meeting, request to MIDC was made to search for suitable land parcel for the Dry Port (i.e. adjacent to Railway line, near Railway station, minimum distance from industrial areas / agricultural produce areas), in response representatives of MIDC agreed for searching an alternate suitable land parcel for the Dry Port development.
    • Alternative two sites have been identified.

Construction of road for ITRHO

Description

Four of the five container terminals in Jawaharlal Nehru Port Trust (JNPT) viz. JNPCT, NSICT, GTICT & BMCT have their own rail sidings where Indian Railways provides rail services for the purpose of transferring inbound and outbound containers. The trains are operated by CONCOR (Container Corporation of India) and few Private Train Operators.

A Memorandum of Understanding dated 15th February 2007 was entered into between the then operational terminals viz. Jawaharlal Nehru Port Container Terminal(JNPCT), Nhava Sheva International Container Terminal (NSICT) and Gateway Terminals India (GTI) for the purpose of establishing a commercial and operational relationship for transfer of rail containers between the said terminals.

The NSIGT (Nhava Sheva International Gateway Terminal) owned by DP World which commenced operations in July 2016 does not have any railway track in its terminal and relies on the other terminals for the transfer of its containers.

The BMCT with a set of own rail lines commenced operations from February 2018. Thus, there was a need to bring both NSIGT & BMCT which were not a part of the initial ITRHO MOU signed in 2007 into a commercial and operational relationship with the other three terminals.

Benefits of the Project

A new ITRHO agreement was signed between all the five terminals which came into effect from 1st August, 2019 for the following objectives:

  • a) To maximize train, track productivity, efficiency and to reduce dwell time of import Inland container depot (ICD) boxes to bare minimum.
  • b) To treat all trains placed on their line as dedicated trains and complete the train handling operation within shortest possible time.
  • c) Better utilization of resources to protect terminal revenue against the investment on infrastructure.

Overall the Trade at JN Port will be immensely benefitted upon the commencement of this new ITRHO route as it would ensure timely connection of EXIM rail and transhipment containers to vessels and trains between terminals. In addition the rail handling efficiency will be further enhanced resulting in increase in the rail traffic at JN Port.

Status

Work is completed and road is opened to traffic on 26.03.2021.
